ABOUT NORMAN J. LORCH, CPA
Norman J. Lorch, CPA - Executive Consultant has over thirty-five
years experience in the field of financial management and administration
of government contracts. Mr. Lorch is the principal of Norman
J. Lorch, Chartered, a CPA firm which specializes in assisting
clients and their accountants in the areas unique to Government
contracts. He is a former division accounting manager with
a major defense contractor and a former Supervisory Auditor with
the Defense Contract Audit Agency (DCAA). Mr. Lorch has prepared
and evaluated claims, successfully defended contractors from allegations
by the Defense Contract Audit Agency on such matters as Defective
Pricing and time-keeping policies and practices. In addition,
he has been the interface and liaison with DCAA and has negotiated
contracts and agreements with contracting officers, customers,
and the DCAA.
Mr. Lorch is expert on the Federal Acquisition Regulations (FAR),
the Department of Defense Supplement (DFARS), and the policies
and procedures of the Defense Contract Audit Agency. He has
performed audits of claims for equitable adjustments in contract
prices and has provided expert testimony before the Grand Jury
and before various Boards of Contract Appeals. During this
process, Mr. Lorch has been deposed on many occasions. He
has assisted and directed the preparation of numerous price proposals,
Termination Settlement Proposals, final overhead rate submissions
and monitored indirect rate forecasts. Norm has assisted
contractors in developing overhead rate structures which maximized
cost recovery. He has assisted and directed the preparation
of time-keeping and accounting policies which provided management
with internal controls and complied with the need for proper oversight,
control and communication to employees. These efforts have
included the development and implementation of policies and procedures
which meet the criteria set forth in the CRAG (Contractor Risk
Assessment guide). He has assisted contractors and subcontractors
to develop accounting systems which complied with the requirements
of the government and were acceptable to support progress payment
requests and billing under cost type contracts. Additionally,
he has performed numerous audits of contractors and subcontractors
price proposals and other submissions for contractors so that they
may comply with requirements to properly administer their subcontractors.
Mr. Lorch is a Certified Public Accountant in the State of Maryland
and is a member of the American Institute of Certified Public Accounts,
the Maryland Association of Certified Public Accountants, Greater
Washington Society of CPA's, an associate member of the American
Bar Association, Public Contracts Section, a member of the national
Defense Industrial Association, Contract Finance Committee, and
the National Contracts management Association. He is active in
professional societies, was the former Chairman of the Government
Contractor Committee and a member of the State Society Continuing
Professional Education Committee. He has been a member of
the Maryland Association’s Government Contractors’ Committee
for the past 15 years and has served as its past chairman. Norm
was a member of the American Institute of CPAs Task Force on The
New Professional Education Requirement and the state society Management
Advisory Services committee. Mr. Lorch is the author of the
AICPA course entitled an Introduction to the Accounting Requirements
of the Government Contracts and the co-author of Cost Principles
for Non-Profit Organizations Covered By OMB Circular A-133. Mr.
Lorch is also the author of the course entitled Government Contractor's
Indirect Cost Rates: Preparation of the Proposal and Surviving
The Government's Audit and Accounting Systems For Government Contractors. He
has extensive experience in lecturing to professional groups having
served as a member of the faculty for the American Institute of
CPA's, as well as the Maryland, Greater Washington and Pennsylvania
CPA associations. |
